Texas Education Code - EDUC 37.082 >(2) charge the owner of the device or the student's parent an administrative fee not to exceed $15 before it releases the device. So your school, in fact, cannot charge you $20. They can charge you $15 max.

I would contact your congressional representatives and the Department of Education. This sounds like deceptive tactics at best and fraud at worst. Especially if federal loans/grants are involved the government will want to know about it.
