How? What dev skills? In the US, there is a flood of talent and a shortage of good jobs. Are you underpaying?
Possibly an issue with lack of technical competence with those doing interviews. Interviews are invariably conducted by HR and hiring managers who are not currently hands-on technical and possibly never have been. They really need to bring one of their senior techs into the interviews to sniff out the bullshitters and accurately assess ability to do the job.
