For the most part part time work does not exist in IT. You can use things like upwork but that can be a tricky game to play as you’re mostly up against overseas guys trying to make American dollars.
Are you thinking like an after hours or weekend quasi MSP sort of setup? Maybe hit up some local businesses if you frequent there and see they could use some better wifi or work on their website. Might also be some opportunities with religious and community organizations. Maybe some smaller non-profits in your area could use something like a Nextcloud setup. Maybe some smaller companies that haven’t gotten into the cloud but have some folks out in the field and need some info back to their phones?
It sounds like you are a self starter and may be able to make yourself some opportunities.
