That seems pretty reasonable to me, and reading the article this isn’t targeted at “Musk”, that appears to be the NYT editorializing, it is targeted at commercial space launches in general, and simply seeks to make commercial space operators pay the same excise taxes every commercial airline pays every time time they take off–particularly because these excise taxes are intended to pay for the air traffic control system, and that system is apparently taxed heavily anytime there is a commercial space launch.
To me it seems kind of like the tax-exempt status of internet commerce sales back when online shopping first got big. It was done as a way to help prop up a “developing” industry, but once e-commerce became massive, they started letting everyone make online retailers charge sales tax the same as every other retailer in America.
Commercial space operators appear to be doing fine financially, so they have no real reason not to pay the ordinary taxes other operators of aircraft pay.
I like this strategy. We either get Elon’s tax money, or Elon threatens to leave the US in boycott. Win-win.

Well, seeing that we no longer have much of a space program without them, I’m not too sure. When the shuttle program was eliminated, we lean on private space launches a lot. If we increase taxes on them they are just going to raise prices to compensate.
Of all the trillions of dollars the US has, and the billions the FAA gets from taxing air, it apparently isnt enough.
The airspace above your house technically belongs to the homeowner. But the government has recognized “right of overflight” and controls flights through it and taxes everyone to use it.
Everyone but themselves, of course.
Now if a utility has a right-of-way on my property and uses it, they have to compensate me for say—driving all over my yard or any holes they dig.
So I get compensation for use on my land, and under my land, but not over my land.
So where is my cut of the taxes for using my airspace?

Watch spacex just add the price of the tax onto their government bids lol, they’ll still be far cheaper than ULA, make the same money, and that tax will become completely usless.

Also, SpaceX is literally saving the US government billions per year compared to the competition.
