If he didn’t have a will, his estate should be split between his daughters (assuming he wasn’t married to the woman he was living with). Your wife needs to talk to a probate attorney immediately.

If your father-in-law did not have a will, then his estate will be distributed according to the Pennsylvania intestacy statute. 20 P.S. § 2101 et seq.
