Never have I heard of a stray-hold lasting 3+ weeks, which means that that dog wasn’t necessarily considered this person’s property anymore, not legally speaking (in the US, anyway), and taking it to animal control after holding onto it and trying to find its owner was the right choice. AC then made the decision to neuter the animal. That was entirely out of your hands.

Hopefully nothing more comes of this, but I wouldn’t be shocked if you get accused of “stealing” their dog or hit with some bullshit legal stuff regarding “their property.” Having a record of all of this will help make that go away much more quickly if they do try to escalate things. So will getting that dog chipped in your name and telling a vet precisely what happened.

Report them to the police for harassment, animal abandonment, and, most likely, illegal pet trade. Also, talk to the animal services agency; they know more about this stuff and have better connections that can help.

NTA- where we live when an animal is found the owners have 30 days before legally the dog/cat belongs to you. Also you took all the legal steps when finding a stray. Actively looking for the owners, posting on social media, taking him to get checked in as a found pet. You had no say in the shelter neutering him. The owners said they planned to breed him and yet he had no microchip and took them over a month to reach out to you. If they had taken the necessary steps aka microchip from the beginning they could’ve been contacted prior to him being neutered. This is on them and their irresponsible behavior as pet owners.

Breed him to what? That picture looks like a mixed breed! Breeding him to make money won’t happen unless they planned to breed him to a poodle and make poodle mixes (aka doodles), and that can happen with any dog. He is not anyone’s valuable breeding dog. That irresponsible owner is just trying to make some money off you, maybe to prevent you from asking for a reward for finding his dog. Ignore him and block him.
