Have you tried to see if your neighbors LL will pay for an Uber so your husband can get to work? If they won’t you can pay and then sue them in small claims court for compensation.
Cover it with plywood.
If it were me, and I was truly angry about this, I’d consider parking on the street and renting a jersey barrier to block off my driveway. (Assuming there is no easement and it was solely my driveway).
Or more rationally, I’d get a gate for my driveway.
Since you don’t care about the hole that was filled throw something over it and drive away. If it gets ruined you are no worse off than before.
