Probably but whether you have any recourse depends on where the business is based and where you work. And even then it’s unlikely you can resolve it in under 2 weeks if you decide to get combative with your employer.Â

Sounds quite suspicious. I’m not quick to automatically rip into ownership or management, but this doesn’t look right. He was treating you odd, then you take your vacation and suddenly he can’t deposit your paycheck into your account which is odd, then he emails you instead of calling you, which is odd.
If it was me I’d probably contact the state Department of Labor. I’ve used them a couple times when dealing with employers and they fixed it on the spot. It’s amazing how far people will jump when the DOL calls on the phone.
I would forward this email to HR and CC him in on it. Makes it looks like your keeping him in the loop with the problem when in reality HR is gonna look into this and see what the issue is. I find it odd your HR doesn’t take care of payroll. Anytime j have ever had any issues I always just call the HR manager
How long have you had direct deposit? Unless someone changed things, which is at least a paper trail of who, there shouldn’t be any issues. Any competent payroll service would have you paid in less than 2 days.
California has very strong paycheck protection laws. The problem with direct deposit is your boss’ problem. Not yours.

I work in europe and i know that there is a difference in culture and laws.
The abuses by the bosses in the U.S. cause some confusion.
Here, the holiday planning is mandatory to be approved in the firsts months of the each year. And if, for exceptional reasons its necessary to change it , the company has to pay the worker for all the costs he have paid for the vacations, tickets, hotels, etc….
Its also mandatory to take a vacation every year . You can’t go a whole year without taking a vacation.
Your boss is not in charge of your paycheck, are they? Very strange situation.
Is this the first time this has happened? I would start looking for a new job and then report to the BBB. This is so sketchy and not ok.
