I’m not sure about the specifics, but you’re not being paid by Medicare. You’re being paid by Medicaid.
It sounds to me that you are acting as a caregiver for your relative. Caregiving is not covered by Medicare.
Write to your representative to encourage them to support Medicaid rates for caregivers.
