Use an existing design system, you’re going to be changing constantly as you learn and do user validation. Once you have prototypes that work and it’s making money use the feedback to grow. In that growth hire UX.

I’ve worked with a bunch of UI/UX designers, the good ones are worth their weight in gold. They’ll be playing 4D chess with your app’s icons, look and feel, design patterns and anticipating user intentions – while you’re still sketching on a napkin.
You should probably try to find someone and bring them on as a freelance contractor to provide a look and feel of your app – and they should also help you find what works well for your target audience. Finding them through recommendations are best, if you know someone in the software or games industry who has published an app, maybe they’ve worked with a freelance designer before.
Be up front about what this is and realistic about the chances of market success – if it’s an app that you’re prototyping and you haven’t launched yet, say so and be above board about your expectations. If you only have a budget for a basic look and feel then say so, don’t promise an extravagant contract that does a bunch of detailed design if you can’t afford it.
Once you find a potential freelance designer, check out their portfolio, ask about their standard rates, chat about your needs up front (remember that a designer can’t read your mind – communicate!). Be sure to agree on deliverables – are they giving you a PDF / PNGs of the UI design which you will then use as a template to build the UI on your end? Are they giving you icons?

If you have the budget, yes. A skilled UI UX designer can make your app usable and elevate the design so you stand among your peers. If you don’t have the budget you, depending on your skills. You could get by leveraging a design system, but it will probably take you longer and you will have to do some learning along the way.
How do I know? I went with option 2. It was a PITA but I also learned a lot about UX & UI practice. It is fantastic? No. Is it good enough for MVP? Yes.
It’s your MVP. Don’t waste time and money on this yet. It’s ok to launch something that’s still a work in progress and your users will help guide this as you onboard them and get feedback.

No, don’t hire just anyone and definitely don’t try to double down on the quality because as you said, it’s the most important part of the gamification.
Been here before. I didn’t use Fiverr because I’ve been disappointed so many times. I think what you need to do is go to a very good platform with affordable but very good developers. For me, I used this platform called RocketDevs, their ui ux designers are top notch and their prices are fair. It could be worth a shot
