This just happened to me as well. To add insult to injury, multiple people verbally assured me that I would get an offer.
It means you weren’t a “fuck yes” and they are still looking for “fuck yes.” Honestly that’s the right way to run a business; you don’t hire people because they are good enough — you hire fuck yes.
