It might be quite the effort for a M/K or controller interface, but could be pretty badass in VR. Combine a targeting system with a set of movements for a sweet bending-esque mechanic.

Spellbreak was pretty much this and deserved more success for actually trying something different in the stale battle royale genre. Too bad the studio got absorbed into the Blizzard machine and is just doing WoW shit now.
The only ones I can think of is Forspoken and Wizards of Legend. Wizards of Legend definitely had me feeling more like an Avatar. Forspoken takes a lot longer to feel like an Avatar.
Have you tried Absolver? It’s melee combat with a touch of magic woven in. Might help scratch that itch.
Earthbending is pretty much covered by Rumble. That’s about it.
Control sort of. Earth/Metal bending at least. You could play the game with no gun, just launching objects/debris at enemies. Shield uses earth to block. Could even look at seize/levitate as blood bending.
The Korra game was ok, even if the riding levels were bullshit. I am just super bummed that there was no variation, team, or multiplayer modes for the probending side game. I get the limitation in the story mode but I want to lead my own team with a silly name or colors. Maybe I don’t want to be the water bender.

Honestly Genshin impact is kind of that game.
It may not be an exact match but try Dishonoured. You can certainly be a melee fist wielding magic user
It’s not insanely popular, but there’s a VR game called Rumble that is pretty much earth bending in vr, it’s one of the most intricate vr combat systems to date, and I desperately need the other 3 elements.
You could play either of the Pathfinder games from Owlcat using strictly the Kineticist class. That will get you a team of benders in a fantasy setting. You probably won’t be able to do higher difficulty playthroughs if that’s your jam, but you should be able to complete it. It might be tough in any case, though, that game demands system mastery and does not hand it to you very easily.
Fictorum is pretty good. There’s fire, ice, earth, lightning, and, I believe, air spells.
The Kineticist class in Pathfinder: Kingmaker and Pathfinder: Wrath of the Righteous are almost explicitly benders.

The genre you are talking about is Xanxia, or cultivation. Quite popular in china, and also in a lot of webnovels at places like royal road. There aren’t too many with English translations though. Sseth recently did a review of one though:
There is a avatar the last air bender game I believe it’s for the win. I used to own it forgot if it’s wii or game cube. It’s a story driven game as you play as any of the three trio in avatar and basicly dungeon run through the story.
Play a monk in Baldur’s Gate 3 and take the Way of the Four Elements subclass.
It is no longer supported due to just too high of development costs and not enough revenue stream, but a game called Spellbreak was the actual closest to this idea I’ve seen.
You can play a kineticist in pathfinder 2nd edition
The VR game Blade and Sorcery has lightning, fire, and gravity spells plus a slow-mo function. Plus it’s a very mod friendly game.
Also the blades are entirely optional. Hand to hand/grappling is very good.
Well The Bloodline comes kinda Close to it. Like as example you can Summon a rock infront of you and Kick or punch at into your enemies. 🙂
There was an ATLA game from Nintendo back in the day, probably from before book 2 dropped. Toph wasn’t in it, but the earthbending kid who grew a mustache for the finale was in it. It was a fun game.
Edit: It was on the Wii, and you had to draw characters on a parchment maybe, using the controller like brush, I think? That part was annoying and interrupted the game’s flow. But the big flashy moves were fun.
I’ve always thought a game that plays like Helldivers, but has magic elements would be fun. Imagine being able to build a character around one or more elements that you can then use to complete missions or horde mode activities.
Environments could have events that empower or weaken certain elements. For example, a comet could boost fire-based abilities, but a solar eclipse could reduce the power. A full moon could boost water effects, but being away from any water source or a lunar eclipse could reduce the power. Similar events for earth and air could also exist. Enemies would be affected by the events too. The HUD would tell you which events and which elements a particular activity would have so you can plan accordingly. As you use elemental abilities, you would charge up an ultimate ability that you can use to deal massive damage or provide support for your team. Combining abilities with another player would be cool to see as well. Imagine you cast a tornado and your ally casts a fire ability that ignites the tornado and applies a burn effect to enemies it attacks or water and earth players combine to open up geysers that blind and burn enemies. There is a lot that could be done with the effects and elements to make it feel immersive.
I am not sure if PvP could be implemented and kept balanced, unless it was balanced almost as a separate game from the PvE aspects. Many studios struggle to balance both types of gameplay without pissing off one side or the other. That is one thing I always disliked about Destiny. Bungie showed us numerous times they could balance the sandboxes separately, but often ended up nerfing something in PvP that made it useless in PvE as a result.
Rivals of Aether kind of has elements and kung fu involved. It’s a smash clone though, so not quite as story driven.
One of the saints row games gave you a bunch of powers that are kinda similar.
Hades while using twin fists and certain builds can be really satisfying and close to what you’re describing

Rumble is essentially a VR Earthbender fighting game. It has an insanely impressive depth to the combat from the videos I’ve seen.
Spellbreak was a good one, but they dropped all the servers a year or so ago
Gonna throw an “Elden Ring” in there.
“Punchmage” is very viable with a fist weapon and a selection of sorceries.

OK so not really theme wise but, in terms of powers? Infamous 2 😅. When you’re blasting out ice and stuff, and making ice pillars, it feels a little like a waterbender lol. Maybe that’s just me though
The fact that no one has made an open world Avatar game set during the 100 years Aang is in the ice is just baffling.
Let me pick an element and offer some sort of small resistance to the invading fire nation damn it. Wouldn’t even be hard to justify a rebel firebender standing against their nation’s aggression or an airbender who survived the purge by not being at one of the temples during the comet.
If you get a vr headset, Blade and Sorcery should scratch that itch. There’s mods to straight up make you an earthenware, and martial arts is way OP
Genshin Impact is probably the closest to it, it has an elemental system and there is some martial artist character
