One reason is simply that Americans are on average very wealthy and still spend a relatively low percentage of their income on food so they are absorbing the prices increases rather than changing their eating and cooking habits.
Another reason is that food waste can be hard to avoid. Like if I’m full but haven’t cleaned my plate and there isn’t enough left to make a full meal later. That food is probably going in the trash. It’s waste but not waste thats easily re-utilized so it doesn’t register to most people. Eating it simply for the sake of not wasting it doesn’t really actually do any good.
