Why are you still there? Why do people complain about where they are at instead of finding better paying work elsewhere? Why would you cause more grief and potentially make your work environment worse by complaining about not getting a promotion? Just apply elsewhere and get more pay. If they were going to pay you more or promote you, they would have already. Since you are being passed up multiple times and even by new people, they obviously don’t care about you. Complaining will make it worse. So go get a better job and pay and work environment. It’s out there waiting just for you!
Staying at this place would be a disservice to yourself. Like they actively hate you.
OP, do yourself a favor by finding another job and while you’re at it, do the bare minimum at your current job. You definitely deserved better.

I’m sorry that happened. I can relate to this and know it is devastating. It happened to me twice. I moved on and have a job I love even more and more money. Just found out this week they have the position open and they asked if I wanted it now. Nope. Onto better things for me. Accept the defeat, get mad and motivated and move forward if you are able. I was recently in the same situation, but the promotion went to someone else that my boss told me was their favorite. There were several hard years of grinding and excellent performance reviews. My boss even said she wanted to make me the supervisor of the team I was on, but she didn’t promote me and now I’m stuck in an uncomfortable situation.
In a meeting with my boss a year ago, they asked me if I had a favorite in the office, which I immediately shot down. However, something in me thought it was a strange question, so I asked them the same question and they responded by telling me they had a favorite.

They want you right where you are. Time to give yourself a promotion and find a new job
You are where THEY need you to be… HR isn’t going to help you, they’re there to protect the company not to help you or anyone else. Don’t waste your time nor energy chasing this, apply for a new job then quit without notice.
My buddy’s job has a “time in position” clock. Can’t apply for any other internal role (regardless of type of move up/down/lateral) unless your clock is 1.5 years.
When his clock after a promotion was at 1.25 years they moved him to another sub- team but same manager. This restarted his clock even though it was not his choice.
Manager found out from a vendor he was looking to leave (no offer in yet but apparently they called for a reference) and his boss needed VP approval to override the promotion clock. His role is basically to negotiate with vendors on pricing contracts. He was going to do the same thing but in the vendor side and focusing solely on his previous employer.
They threw so much money at him to stay and yet still haven’t had him sign a non-compete or NDA….he said every 1.5 years it’s promotion or I start applying again as they are always contacting him and others in his role to leave to work for them.
Start rage applying for other jobs.

Strange that there would be that much of a discrepancy in work tenure if it’s actually the same title / position.

It’s time to move on to a place that may appreciate you– the best way to get a raise is to go to a new employer. You have missed years of raises based on the promotion you should have had. (Yearly raises are usually a percentage of your salary!)

Please leave your job. I was at a corporate retail job for 5.5 years and finally left one day when a recruiter offered me a chance at a new role. I had tried for years at my job to go to other departments, talk to my bosses about growing in my career. No one ever supported me they just let me keep floating on in the same role. In over 5 years I only made $4,500 more in salary. Could you believe they were surprised when I chose to leave? 🙄
HR: we told him he has to be in his role for 1 year.

HR: I know we glitched him. He’s been in the role for too long.
You gain absolutely nothing in staying at a company for that long. Internal promotions almost never account for the rising market rate whereas external hiring does. You should spend 2-3 years at a job then leverage your experience towards a new role that pays at least 20% more.
I was in your exact position, I busted my ass to make sure I exceeded all expectations and exceeded all my goals trying to ensure that I was eligible for promotion and would maximize my merit increase. My manager put me in for the raise I was expecting, their manager approved it, and some guy in upper management denied it. I had never met or spoken to this person, we were moved to his department about a month prior and had never even met the guy. He provided no explanation for the denial, just lowered the raise amount by over 3% of my salary. Then he got fired, but I’m the guy that loses out, his decision regarding my pay stands. I fucked right off out of that shithole, and got a 10% bump in pay for doing so.
