It definitely can be.
Definitely a factor. I’m an internal recruiter and I’ve had an external helping me at certain points when I was absolutely slammed at work. If we both put forward similar candidates the team likes, the hiring team is going to choose the candidate that doesn’t have a 30k-40k price tag.
External recruiters need to send candidates that are significantly better than what an internal team can provide.
At a minimum this means better than most applicants.
This is also more of a problem with contingent search than retained.
