There’s a fantasy book series I read where women’s left hands are considered private parts. Women must always be wearing gloves on their left hand. To not wear that glove is considered indecent. (Men’s left hands are fine.)

At one point it was considered indecent for women to show their ankles in public. Or their shoulders. Today in some places it’s considered indecent for women to show their hair.
So basically, we can’t predict whether tail exposure would be considered indecent. It’ll depend on the culture at the time and a million other factors that we can’t predict. And it may change over time. If we had tails forever, maybe back in the Victorian era they’d be considered indecent for anyone to show, then in the 60s it’ll be indecent just for women to show them, then today in the US it’ll be fine for anyone to show their tail.
