It doesn't matter what state you live in. This is illegal. They cannot reduce your pay for hours already worked. They can only reduce pay going forward, which is not relevant to you since you quit without notice. File a wage claim with the labor board.

It's not illegal, however I recommend you tell your boss that the conditions of this are unacceptable, your willing to be on call, but full on heading to work is incurring travel expenses that are not justifiable. It would be perfectly reasonable to demand an hour of pay in exchange for showing up.
