If your mom stole something from you, then you should file a police report.
There’s probably not much you can do about the car shop. How much is the item worth?
The mechanic isn’t familiar with your family situation. Most cases it’s not a big deal to have family pick up items. You can’t really put the genie back into the bottle. You can sue either for the value of the item.
But dealing with mom will be best to actually get you the item.

It’s odd that you would call and tell a mechanics shop to warn them specifically that they arent to give permission to anyone who might show up to retrieve an object in the car. Makes me think that theres some previous history with this shop or they have some sort of relationship with this mother.

You are being so vague it is hard to make sense of this. Wtf did your mother take from your car? How did she know your car was in the shop? Is your mother’s name on the car title? Is your mom paying for the repairs?
