You can always file a complaint, but since he didn’t lie to a court or steal a client’s money, I’d be surprised if they disbarred him. I’m honestly not sure they’d even take any action at all since it’s a breach of contract and not something like fraud. Depends on the bar, whether or not they consider that level of debt to impede his character and fitness to practice.
