This happened to my neighbor
He recently moved nearby but was rather isolated, and had to be taken to the ER where they wouldn’t let him leave for unknown days.
He had his phone but was too shaky to even try and find a way to get his keys to his cat picked up to a safe place, and it’s not the Drs job to make those kind arrangements
Eventually he found a temporary foster care service and an emergency relief program that would kennel his pet for a reduced fee and help with transportation

When your BIL was taken to the hospital, were no family members told until he woke up? If not, it seems like the issue is more having a *people* emergency contact. If they called his parents/sibling/whatever, that person could have been responsible for caring for the dog or calling the person on dog duty. If his family knew and left the dog uncared for, that’s a whole different issue.
