Where are you located? I’m not familiar with the ACCA but if you have a business degree and are making less than $40k you need to find another firm and another role

Well don’t tell them that you want to do a certificate but emphasise that you want to up skill yourself as much as possible. Then see what they say. It depends on per company or individual basis.
Then you should be happy that you dodged a bullet. They already showed you their colors- they are worried about turnover because its a shit role.
1) Never tell a recruiter / HR / hiring manager your current salary. Tell them what salary it would take for you to leave your current role.
2) Talking about certs / up skilling is fine, but sell it as a way to grow in your role / company.
34k base for non chartered is really good. Typically you see non chartered at 25-30k
