Every time it happens, call the police. What this man is doing is a crime. Some kind of video may be helpful if the police don’t rush to do something about it. But every time he does this a call should be made to document it.

Can another adult or group of adults from your family confront this person? Make it clear he’s driving recklessly, endangering your family and you’ll be recording and pressing charges if he continues.

You should check with you state laws to see tlhowbthey define assault/battery.
In some places, it doesn’t require any physical contact and their actions that cause you to fear for your safety can qualify as assault, and this could very well meet your state’s definition of assault or battery.
If you get clarification on that, and feel that it meets the definition, call the police and report it as such instead of “neighbor swerved at me”. It will carry more weight with the report almost assuredly.
If it doesn’t meet the definition, call and report it regardless for documentation.

Talk to a higher-up at the police department or complain to political authorities (Mayor, Congressman, etc) about police inaction. Depending on your location this behavior may meet the standard for Reckless Endangerment.

Your mother could die tomorrow because of this asshole. Whatever you do, don’t get careless. People always think that nothing will happen to them, up until they’re calling 9-1-1 and praying they don’t really die because it turns out their neighbor really was that crazy. Dash cam on the car, walk the dogs far away from where you live, and look into getting a restraining order. Depending on the state you live in, he might have done enough already. At the very least, having a record of every time you called law enforcement for his behavior sets a precedent for the judge at your eventual case.

NAL but served on a jury for an assault with a deadly weapon case. Deadly weapon was a car. The definition in my state is threatening with anything a reasonable person believes will cause them serious bodily harm. Our case was annoying because the dude definitely did it, but there was no independently verifiable evidence other than the 911 call, which you couldn’t hear the car in.

Get a dash cam for your mom and cameras on your property. Maybe a go pro for her when she’s walking. Maybe this could be construed legally as an assault. As in it’s a threat of harm. If the cops don’t take it seriously get a lawyer. Maybe you could get some kind of restraining order.
There are a couple of states in the US where it would be perfectly OK for her to use a gun to protect herself with a firearm next time this happens. A car is a lethal weapon.
Tell your mom to record video when she starts walking. Carry her phone with the video just recording while she walks the dog. When the neighbor inevitably does this she can catch it. She doesn’t have to hold it up, just still so it catches him doing it. Upside down is ok too because you can just show the cops the video upside down. Video proof is key.
Go talk to the chief of police and explain the situation. Alternatively, give your mother a large golf club to use as a walking stick.

I just learned about nuisance laws dealing with a neighbor that isn’t technically violating a noise ordinance.
Real Estate attorneys handle nuisance law cases in my state. This harassing neighbor is impacting your mom’s quality of life and is being a nuisance.
I’d investigate that route.
This is obviously harassment, but if you were to document it and file a restraining order you might simply aggravate the situation especially when the man may be dying and feels like he has nothing to lose. This is a real catch 22 since most defensive options (such as a firearm and stand your ground deployment of such firearm) and legal options could aggravate the situation.
What she might want to do is find a common or mutual friend that can mediate and see if you can work out the differences and reach some peaceful reconciliation. While that might seem generous to such a terrible person this would be an ideal path to avoiding further conflict.
She needs a GoPro body camera rig. Catch him doing it on video, call the police and the report will be made. They can’t ignore something on video.
