No licensed Tattoo Artist would offer you alcohol, in most states it’s illegal to tattoo someone who has consumed alcohol within a few hours before the tattoo. Alcohol is a blood thinner and can lead to increased bleeding.
Please file a police report for the assault, and be as forthcoming with details as you can/feel comfortable with.
This “artist” belongs in prison.

I just want to add that I find it suspicious that he reached out to you first. Most good/reputable artists are booked up for months or even years. They don’t usually reach out to random girls asking to tattoo them. Seems creepy

Any professional tattoo artist will tell you any alcohol or drug is not a good idea for before/during tattoos. It influences how you feel and getting a tattoo can be strenuous. Hence why people pass out and youre told to eat a meal and consume plenty of water. Not to mention you are underage (at least in the U.S.) and he gave alcohol to a minor. Noting that, it seems there was intent to put you under the influence and possibly impair your judgement. Seems being the key word there. That will be a very key thing to bring up in the police report.
Agree with what everyone else saying. police reports and pressing charges. but more immediate would be to write yelp and google reviews. that’ll not only warn future customers/potential victims it will alert what I’m sure is a very small tatooing community. you might even talk to a lawyer have them sue not just him, but the tatoo shop and the owner as well. if a lawyer doesn’t feel the case is big enough, ask about small claims court. owner of the establishment has just as much liability as this prick does. and if he’s running a business he’ll pay something just to make you just go away, not activate his own business insurance if he has it or avoid paying a layer himself. good luck.
