Vladimir Putin. If he had just bowed out after his constitutionally limited two terms in office, the man likely would have been written into the history books as one of the most competent Russian leaders in the last several centuries.
Very few people outside Russia know just how horrific the 90’s were for the Russian people. Almost every vital statistic we have a measure for — life expectancy, drug/alcohol abuse, child mortality, income inequality, etc. — basically went off a cliff with the Soviet Union’s collapse, and only got worse under Yeltsin. The country was essentially a giant fire sale where corrupt oligarchs and warring mafia bosses wielded unfathomable power, while regular people struggled to scrape together anything resembling a basic living.
In this environment, where Russia’s continued existence as a state was far from certain, it is very easy to see how an ultranationalist strongman with deep connections in dark places (in Putin’s case, both in the intelligence community *and* the criminal underworld) and the will to leverage them towards restoring law and order would have been welcomed with open arms. And it worked. After a few “untouchable” oligarchs and kingpins either mysteriously fell out of windows or got unceremoniously imprisoned, the rest quickly lined up behind Putin’s vision of a powerful resurgent Russia.
And honestly, if it had just stopped there, it would have been *fine*. By the time Old Vlad’s time in office was up in 2008, all those vital metrics that were absolutely cratering in the 90’s had begun to drastically improve. Yea, all that cloak-and-dagger shit that made it possible was a bad look, but it would have been brushed over in the history books as “perhaps controversial” and “criticized by some as heavy-handed” means to wrestle control of the country’s core means of production back into the public sphere.
At the same time, across the pond, George Bush’s time in office was coming to an end, and with it all the insanity and mistakes of that era. A liberally-minded and democratically elected Russian leader, being handed a now-mostly functional country, could have done really well in a world ready to move on to a brighter future.

His documentary was off the charts and his popularity made him a politician.
