I ride, let me explain a few REAL answers and reasons why I need to rev my engine
* at certain speeds, I can’t hear the bike at cruising RPM, so I’ll pull the clutch and rev to spot check that it’s still running smoothly.
* if I turn from a main road into a neighborhood, the engine may be spinning faster than the tires, causing stall conditions, so I need to rev to maintain an RPM that won’t turn off the engine, and then shift the transmission accordingly.
* if the engine is cold, I need to increase the fuel flow. Again, this is so it doesn’t stall. (this is more when you start the engine than when driving for a while)

As someone who rides a 70s Honda motorcycle that isn’t very loud. I do like to rev the engine when I’m in tunnels. It just sounds cool. However, I can’t stand bike riders with loud pipes just riding around making noise. Those folks are obnoxious.
And no, loud pipes don’t save lives.
Police don’t enforce the noise law on illegal exhaust pipes on Harley Davidsons. Why ? Because it’s the motorcycle of choice for police officers. As usual…if they do it… and it’s illegal…it’s perfectly fine.
Jerks tend to stand out. If 5% of a group makes a ton of noise for no good reason, that’s enough to tarnish the public perception of the other 95%.
Carbs remained popular on bikes far longer than cars and trucks. Carbureted engines often require a few revs at startup as the carbs/engine warm up and fuel starts to flow. This isn’t the rider twisting the throttle; this is waiting for the engine to speed up on its own so you know when to cut the choke.
Bikes often have small, high revving engines. An RPM like 6000 that would be near or past red line for a passenger car or truck is a normal cruising RPM on a bike. My bike red lines at 10.5k and 5-6k is highway speed in my last gear.
Rider here. My bikes are a bit noisy, but they are stock from the factory and I make an effort to try and limit the noise. But saying I don’t do that, doesn’t answer your question. Some riders use their bikes as artwork/fashion statements rather than as fine performance machines. They focus on aesthetics, tone and volume as key points of their hobby, its not for me but it seems to bring value to the owners. They are so in to it, that they don’t grasp that many others just think it is annoying.

I used to work at a Harley Davidson dealership when I was in college. Every time some douche canoe had new pipes installed, he’d sit in front of the dealership, revving his bike. The thing is, there is always a louder bike and we saw them quite often. Hell, my bike is one of the loudest I’ve heard. I hate going through neighborhoods because I don’t want to wake anybody up. I felt like an ass when I replaced the ignition and was testing it out while I could hear my neighbor’s kid’s piano lesson.
