If you’re having issues with the CV not uploading properly then it’s likely an issue with your CV not being ATS friendly. My resume is ATS friendly, and Workday will parse everything except for the skills section correctly. I can’t say the same for ICMIS though, that ATS product is a load of junk.
Indeed, a lot of companies use Workday, and it is NOT friendly to candidates. I usually need to spend extra time reviewing each block to check if everything in my CV was uploaded correctly.
I guess these systems can quickly screen and sort through a large number of applications, making the process easier for recruiters to manage. This kind of automated process makes it even more important to have our resumes pass the ATS.

Because Workday powers a whole set of other HR and business functions. They added an application module so they wouldn’t lose that aspect of the workflow to other, smaller companies. Since companies are already using them for other functions, the decision to use them for this is easy for senior management.
They are absolutely not providing best in breed functionality here.
The reason they want the data in other fields is that there is a lot of reporting and processing that is done, and requires that data inside the database as a specific data field, and not as a blob (the whole resume).
The employers don’t care, because they’re not the ones inputting the data.
Workday doesn’t care because the employers (their customers) don’t care.
Workday basically gave away their platform or severely discounted it to many companies when taking off. There are definitely many better tools but they’re difficult to implement and change over to. Most companies with workday also only implemented the most basic modules and don’t even use those correctly.

I do not like workday, but I know where the roadbumps are with it with my resume, and they are easy to fix. There are way way worse ATS systems out there (The Oracle one is ass)
