Update: My friend did end up filing a police report, but the response from the apartment manager was dismissive. 😞 Here’s where I think an effective solution could be:

Why would an apartment manager be checking for tenants following proper firearm safety rules? Would there be a test or inspection?

Negligent discharge of a firearm is outlined under California Penal Code 246.3. It states it is a crime for a person to willfully discharge a firearm in a grossly negligent manner andshooting it could have resulted in great bodily injury or the death of another individual.
You should look up your area specifically but I’m pretty sure it’s illegal all around.
She can report it to the police. What they do is unanswerable. This isn’t a situation she can insist on a pound of flesh.
Check to see what the lease says about discharge of a firearm on the property. In my lease, it’s cause for immediate eviction.

It is not unreasonable to report this incident to law enforcement. If it were me, there’d be no question about reporting it.
She isn’t necessarily entitled to have law enforcement verify proper storage or whatever — law enforcement will do whatever law enforcement will do. But negligently discharging a firearm where the projectile enters someone else’s home generally gets law enforcement’s attention.
Guns don’t go off by accident they go off because somebody was being careless. absolutely report this to the police.
She should file a police report immediately. It could easily end with the bullet hitting and killing someone.
